二 | 会上印发的相关措施提出，以2025年市本级财政科技投入为基数，2026年翻一番，2027年再翻一番。按此计算，2027年投入规模将是2025年的4倍。　　新增资金将重点投向产业技术攻关和科技成果转化。呼和浩特将建立“产业出题、科技答题”机制，常态化征集企业和产业链技术需求，每年实施20项以上科技重大专项、60项以上基础研究专项，并推动企业承接全市90%以上市级科技创新任务。　　呼和浩特市科技局党组书记、局长汪驰表示，相关项目将围绕9个科创赛道，依托50多个科创平台，聚焦80多个关键攻关方向逐步展开，让科研项目对准产业需求和企业实际问题。　　为降低科技企业融资和成果转化成本，呼和浩特将设立总规模1亿元的科创信贷风险补偿基金，融资担保机构费率不高于0.8%，同时试行“拨改投”“先投后股”，以财政资金带动社会资本投入早期科技项目。　　当地还将围绕重点产业建设概念验证平台、科技成果转化中试基地和中试公共服务平台，打通实验室成果到工业化试制的关键环节。按照计划，到2030年，呼和浩特全社会研发经费投入、规模以上工业企业研发经费支出力争较2025年翻一番，技术合同成交额突破80亿元。
